Ben it looks to me like he/she may of used oil paint on the final outcome of the tut. Or possibly some kind of blur maybe surface blur or average blur.
yes. but first after i did the fractal first, used the lasso tool to select my foliage and crystalized it with very small cell sizes and highest quality. after that, i duplicated the layer and used a surface blur. then changed the opacity. then merged it down.
