When I Open A Gif Image It Stays In One Frame...So How Do I Make It Animate Like This??

Paint.NET is not a GIF animator. If you want to edit that image you'll have to find a free GIF animator (or a cheap one if your prepared to spend the cash). I reccomend a google search of freeware GIF animators

UnFREEz is a high-speed Windows application that will take any number of images, saved as separate GIF files, and create a single animated GIF from those images.

I've used it several times. The link is http://www.whitsoftdev.com/unfreez/
