Absolutely...in fact, probably tons of ways to do it.
If I were going to do that, I'd probably start with the basic "Start a Fire with PdN" tutorial, but only inside a skull-shaped selection.
Open your skull picture in Paint.net, and select just the skull (the white part...leave out the eye sockets, etc). Keep that selection, and make a new layer. In the new layer, do clouds, etc (follow the steps in the start a fire tutorial, but stop before you get to the "curves" part). Clear the selection, so that nothing in the layer is selected. Use dents to make the hard outline a bit wiggly and random (just experiment, it's a matter of taste). Then do the curves step from the fire tutorial to make the colored flames.
I'm just writiing this as I think it, but I'll give it a try in practice, as well, and post my results and any adjustments.
You try too, and share what you come up with...maybe there'll be a new tutorial soon!
